In February 1984, a town meeting called by the mayor of Ayacucho, Leonor Zamora, was frustrated. This event occurred in a context of intense political violence and militarization of the department of Ayacucho, where the Armed Forces had assumed internal control since December 1982. The frustrated cabildo reflects the difficulties of exercising democratic and local government functions in the midst of the internal armed conflict.
