Systematic sexual violations by the military in Vilca, two per month against minors
During 1984 and 1985, members of the Vilca military base committed systematic sexual violations against local women. The mayor of the district received verbal complaints about sexual abuses committed by law enforcement officers against daughters and nieces of neighbors. An average of two rapes per month were carried out, with most of the victims being minors of approximately 14 and 15 years of age, who were taken from their homes against their will.
