In 1984, a State of Emergency was declared and the army entered the upper Huallaga jungle. This measure was taken in the context of growing violence related to drug trafficking and the presence of subversive groups. The militarization of the area marked a change in the State's security strategy, although later in December 1985 President Garcia lifted the state of emergency in an attempt to return to normality.
