In January 1984, the Tupac Amaru Revolutionary Movement (MRTA) was founded and the agreements of its First Central Committee were reached. This organization emerged as a new armed actor in the context of the Peruvian internal conflict, differentiating itself from the PCP-Sendero Luminoso. MRTA began its operations with actions against police facilities in response to abuses against the civilian population.
