Departure of General Clemente Noel Moral from the Political-Military Command of Ayacucho

General EP Clemente Noel Moral left the headquarters of the Political Military Command of the emergency zone in Ayacucho during the last week of December 1983. Upon leaving office, he declared to the newspaper El Observador that "no fear weighs on my conscience". He would be replaced by EP General Adrián Huamán Centeno on December 31. Noel's departure came after months of allegations of human rights violations and disappearances during his tenure as commander of anti-subversive operations in Ayacucho.
