In November 1983, in the community of Chungui, the traditional authorities were questioned by young PCP-SL militants. This situation led to a communal assembly where it was decided to apply public punishment to some young Shining Path members. This event reflects the growing tension between traditional communal authority structures and the PCP-SL's attempts to impose its control in the peasant communities. The public punishment represents an initial form of community resistance to the Shining Path presence, prior to the subsequent organization of civil defense committees.
