Lifting of state of emergency
On September 9, 1983, the Peruvian government lifted the state of emergency throughout the country, except in the provinces under military control in Ayacucho, Huancavelica and Apurimac. This measure sought to normalize the situation in the areas less affected by subversive violence.
On September 9, 1983, Premier Fernando Schwalb Lopez Aldana announced that the government had decided to lift the state of emergency in the country. However, this measure did not apply to the provinces under military control in Ayacucho, Huancavelica and Apurimac, where the state of emergency continued. The state of emergency had been decreed on May 30, 1983 for sixty days throughout the country, in response to the growing wave of violence and terrorist attacks by the PCP-SL. This decision to partially lift the state of emergency reflected an attempt by the government to normalize the situation in areas where violence had diminished, while maintaining military control in the areas most affected by the internal armed conflict.
