Belaunde Terry's visit to Ayacucho

President Fernando Belaunde Terry visited Ayacucho on June 12, 1983 and publicly supported General EP Clemente Noel Moral, head of the Political Military Command of the emergency zone. The visit took place in a context of declared war against the Shining Path and serious allegations of human rights violations.

On June 12, 1983, President Fernando Belaunde Terry visited Ayacucho in a context of intense anti-subversive military activity. Previously, on June 11, General EP Clemente Noel Moral had declared in El Observador that "Ayacucho is living a war situation and the detainees are considered prisoners of war". During his visit to Ayacucho, Belaunde Terry "paid homage to Noel", publicly supporting the head of the Political Military Command in the area. This presidential visit took place in the midst of allegations of human rights violations and massacres in the region.
