In June 1983, the Republican Guard was replaced by the Civil Guard in the district of Andarapa, Andahuaylas, as part of the reorganization of the security forces in response to the advance of the Shining Path in the area.
In June 1983, there was a change in police forces in the district of Andarapa, province of Andahuaylas. The Republican Guard that had been operating in the area was replaced by members of the Civil Guard. This change in law enforcement occurred in the context of the intensification of the internal armed conflict and the expansion of the presence of the Armed Forces in Andahuaylas since 1983. The change was part of the State's strategy to confront the advance of the PCP-Sendero Luminoso in the region, which until then controlled a large part of the rural area of Andahuaylas.
