On May 30, 1983, the Peruvian government decreed a state of emergency throughout the country for sixty days, suspending several individual guarantees. This measure was taken in view of repeated acts of sabotage at different points of the interconnected electrical system. Days before, on May 27, there had been a power outage in Lima that allowed the execution of several terrorist attacks. The state of emergency was added to previous measures, such as the declaration of emergency in Lima and Callao on May 25 following a strike by the Civil Guard.
