Luis Morales Ortega detained and held incommunicado for four days in Ayacucho

In May 1983 in Ayacucho, Luis Morales Ortega was detained and held incommunicado for four days by order of General Clemente Noel Moral, head of the Political-Military Command of the area, alleging the commission of the crime of contempt against professional and functional duties. The Court of First Instance and the Correctional Court of Ayacucho justified their decision to deny the Habeas Corpus by virtue of the declaration of emergency established by Supreme Decree No. 003-83-IN of February 25, 1983.
