General EP Clemente Noel Moral was in charge of the Political Military Command of the emergency zone. This campaign was carried out in two waves: the first from May to June 1983, and the second from July to October 1983. During this period, serious human rights violations took place in the context of an intense military offensive in the rural areas and small towns of the department of Ayacucho.
