In April 1983, Fernando Rincón resigned as Minister of the Interior. This resignation took place in a context of intense criticism of his administration, particularly due to the Uchuraccay massacre that took place in January of that year and the systematic human rights violations denounced during his term. Despite criticism from the opposition and various media, in February 1983 Rincón had received the backing of Fernando Belaunde Terry's government. His resignation came in the midst of a serious crisis of political violence and a military offensive in the rural areas of Ayacucho.
