On March 13, 1983, the PCP-Sendero Luminoso attacked the premises of Cooperación Popular in the city of Puno. This attack was part of a series of initial actions by the subversive group in the department of Puno during the first years of the internal armed conflict. The targets of the PCP-SL in this period were mainly the premises of the ruling party and public institutions. This attack was followed by similar ones against the premises of Acción Popular on April 23 and the premises of the Agrarian Bank in Juliaca on April 28 of the same year.
