First declaration of a State of Emergency in Metropolitan Lima

First declaration of State of Emergency in Metropolitan Lima on March 9, 1983, in response to the increase of subversive actions of the PCP-SL in the capital. It was the first of multiple declarations of emergency that would be extended during the decade.

On March 9, 1983, a State of Emergency was declared for the first time in Metropolitan Lima, marking a milestone in the state response to the internal armed conflict. This measure came after a State of Emergency had already been declared in some areas of the interior of the country. The declaration in the capital was in response to the increase of subversive actions by the PCP-SL, which since 1980 had initiated symbolic and intimidating acts in different districts of the old center of Lima. This was the first of six times a State of Emergency was declared at the departmental level in Metropolitan Lima between 1980 and 1990, and up to 29 times at the metropolitan level during that period.
