General Noel reported on the assassinations of seven PCP-SL members in Huaychao, saluting the 'courage and virility' of the peasants. This official pronouncement legitimized the peasant self-defense actions days before the Uchuraccay massacre.

On January 23, 1983, General Roberto Clemente Noel Moral publicly reported on the murders that had occurred in Huaychao two days earlier, on January 21. In his statement, General Noel saluted the 'courage and virility' of the peasants who had killed seven members of the PCP-Sendero Luminoso. This official announcement came in the context of the first inter-communal peasant rebellion against the Shining Path in the heights of Huanta. General Noel's pronouncement publicly legitimized the peasant self-defense actions, three days before the massacre of journalists in Uchuraccay.
