Press conference by General Roberto Clemente Noel Moral, Political Military Chief of the Emergency Zone, to report on the deaths in Huaychao on January 21. The general affirmed that there was a significant response from the Ayacucho people against terrorism, although sectors of public opinion doubted his version.
On January 23, 1983, the Political Military Chief of the Emergency Zone, General Roberto Clemente Noel Moral, held a press conference to inform the country about the deaths in the community of Huaychao. In this conference, General Noel affirmed: "There is a very significant response from the Ayacucho people to banish terrorism". The conference was held after the January 21 massacre of seven PCP-SL members in the communities of Huaychao and Macabamba. Important sectors of public opinion doubted the information offered by General Noel on these events.
