Marine Infantry takes control of Huanta and organizes Civil Defense Committees
The Marines, called 'the navy' by the local population, took control of Huanta. One of the first measures the Navy applied in Huanta was to group the peasants into villages and organize them into Civil Defense Committees, in the style of the 'strategic villages' organized by the US Army in Vietnam and the Civil Self-Defense Patrols (PAC) in Guatemala. In most cases, the measure provoked resentment and passive resistance among the villagers.
