In January 1983, the Shining Path PCP perpetrated a massacre of 40 community members in the temple of the town of Pallqas. This was one of the events that triggered the installation of a mixed law enforcement base in the area. As a direct response to this massacre, a base composed of Sinchis, police and Republican Guard was established in the community of Pallqas. In the middle of the same month, the police forces and the Sinchis organized the first peasant patrols in neighboring communities such as Ninabamba, Mollebamba and Santa Carmen.
