Entry of the Armed Forces in Ayacucho

In January 1983, the Armed Forces entered Ayacucho and took control of the counter-subversive struggle by installing a political-military command under the command of General Clemente Noel Moral. This entry marked the beginning of a systematic practice of detained-disappeared people and radically changed life in the region.

In January 1983, the Armed Forces took control of the counter-subversive struggle in Ayacucho through the installation of the political-military command. The new head of the political-military command of Ayacucho, General Clemente Noel Moral, arrived in the region with the idea, shared by the "hard" sectors of the army, of a "Shining Path" Ayacucho. From the first fortnight of January 1983, the first cases of detainees-disappeared would occur, a practice that would later become a constant. In Huanta, the marine infantry - called 'the navy' by the local population - under the leadership of commander Vega Llona took control of the area on January 21 of that year. The entry of the armed forces in 1983 and the installation of the political-military command would radically change life in Huamanga and its region.
