Azcueta won the municipal elections in the context of a broad movement to make VES an independent municipal district, which was approved by the National Congress in 1983. His election took place in a district especially recognized for its organizational level, its capacity for self-management and the participation of its inhabitants in local decision making. Azcueta was subsequently re-elected in 1986, and under his leadership IU easily won the municipal elections in the district in 1989.
