Approval of Villa El Salvador as an independent district

In 1983, the National Congress approved the conversion of Villa El Salvador into an independent municipal district. This achievement was the result of a broad movement of residents that emerged in the context of the withdrawal of state support, municipal neglect by Villa María del Triunfo authorities and the crisis of CUAVES (Comunidad Urbana Autogestionaria de Villa El Salvador). Michel Azcueta of Izquierda Unida led the campaign to establish VES as an independent district. District approval represented an important milestone for a community recognized for its level of organization, its capacity for self-management and the participation of its residents in local decision-making.
