In 1983, subversive groups attacked municipal buildings in Comas and Rimac as part of their strategy of sabotage against local authorities. These attacks were part of a broader campaign to intimidate government representatives in popular areas of Lima.

In 1983, subversive groups attacked the municipal buildings of Comas and Rimac as part of their strategy of sabotage and intimidation against local authorities and state representatives. These attacks were part of a series of actions against municipalities that began in 1980 with the burning of the municipality of San Martin de Porres. The attack on Comas took place on October 23, 1980 when a mob of individuals set fire to the municipality under a hail of Molotov cocktails. These attacks were intended to politically weaken the presence of the State in the popular areas of Lima.
