In the district of Andarapa, the police started the first organizations of Rondas Campesinas to confront the growing increase in terrorism. This process began early in 1983, motivating peasant communities to form their self-defense committees. The formation of these patrols was a response to the intensification of confrontations between the forces of law and order and the Shining Path, in a context where the PCP-SL controlled a large part of the rural space of Andahuaylas.
