Internal Control Order to Armed Forces in Ayacucho
Enactment of DS 068-82 IN which ordered the Armed Forces to assume internal control in Ayacucho under the command of General Roberto Clemente Noel Moral. This measure marked the beginning of direct military intervention in emergency zones.
On December 29, 1982, Supreme Decree 068-82 IN was issued ordering the Armed Forces to assume internal control of the Department of Ayacucho. The command was assigned to General Roberto Clemente Noel Moral. This measure was taken in the context of increased violence by the PCP-Sendero Luminoso and marked the beginning of direct military intervention in the areas declared in a state of emergency. Following this order, patrols of marines and sinchis visited the communities in the highlands of the province of Huanta, including Uchuraccay, inciting the peasants to kill any stranger who arrived on foot.
