Armed Forces take control of counter-subversive struggle in Ayacucho

On December 27, 1982, President Belaunde gave an ultimatum of 72 hours for the terrorists to surrender their weapons before the armed forces took control of the emergency zone. General Roberto Clemente Noel y Moral was appointed as Chief of the Political Military Command of the Emergency Zone and on December 31, 1982, two thousand troops took possession of the provinces under emergency. The provinces of Huanta and La Mar were assigned to the Marine Infantry under the direction of Commander Vega Llona. The bloodiest stage of the internal armed conflict in the south-central highlands began.
