Military Intervention and Internal Control in Peru
In 1982, the Peruvian government faced a severe internal crisis as the PCP-SL (Shining Path) undermined the state's legal and institutional structures in the central Andes. The military was tasked with controlling the internal order in the emergency zone, a mission complicated by the absence of a functioning legal system and the need to instill a sense of civil rights among the population. President Belaunde was hesitant to sign a directive granting the military extensive freedom of action, fearing the resurgence of military political power.
En 1982, la Secretaría de Defensa Nacional preparó un borrador de directiva presidencial para acciones antisubversivas que planteaba que la intervención militar debía acompañarse de otras acciones gubernamentales especiales y otorgar máxima libertad de acción a las Fuerzas Armadas. Esta directiva no fue firmada por el Presidente Belaunde. El texto analiza las dificultades inherentes a la misión asignada a las Fuerzas Armadas de asumir el control del orden interno, en un contexto donde el PCP-SL había colapsado las precarias estructuras jurídicas e institucionales en zonas de los Andes centrales.
