In December 1982, the PCP-SL assassinated the president of the community of Uchuraccay, Alejandro Huamán Leandro. This assassination was part of a systematic strategy of the PCP-SL to eliminate local authorities accused of representing state power. The assassination occurred in the same month that the president and lieutenant governor of the neighboring community of Huaychao, Eusebio Ccente and Pedro Rimachi, were also executed and killed in the middle of the town square. These assassinations of communal authorities were part of the PCP-SL's strategy to destroy the existing system of local authorities in order to constitute Popular Committees.
