In December 1982, the PCP-SL assassinated the president and lieutenant governor of Huaychao, Eusebio Ccente and Pedro Rimachi, in the middle of the town square. They were accused of representing state power. This assassination occurred almost at the same time as the assassination of the president of the community of Uchuraccay, Alejandro Huamán Leandro. These assassinations of communal authorities were part of the PCP-SL's strategy to destroy the existing system of local authorities and set up Popular Committees.
