In December 1982, the PCP-SL assassinated the president of the community of Uchuraccay, Alejandro Huamán Leandro. This assassination was part of a broader PCP-SL strategy to eliminate local authorities representing state power. In the same month, the PCP-SL also assassinated the president and lieutenant governor of Huaychao, Eusebio Ccente and Pedro Rimachi, in the middle of the town square, also accused of representing power. These assassinations of communal authorities were part of the PCP-SL's strategy to destroy the existing system of local authorities in order to constitute Popular Committees.
