In November 1982, the Peruvian government extended the state of emergency in the departments of Ayacucho and Apurímac due to the wave of violence unleashed by the Shining Path. This measure had been initially implemented in March 1982 when guarantees were suspended in the province of Andahuaylas. The extension of the state of emergency was extended until the installation of the Political Military Command in 1983, which significantly increased the levels of violence in the region. This governmental decision responded to the increase in subversive actions and confrontations between the forces of law and order and the PCP-SL.
