On September 15, 1982, Simón Sánchez Torres, Mayor of Huanta, was arrested by members of the Civil Guard and accused of terrorism. His case is one of the best known among the innocent people prosecuted during the early years of the conflict, when the authorities wrongly considered leftist political leaders and local authorities as allies of the subversive groups.
