State of emergency declared in Lima and Callao

Government declares state of emergency in Lima and Callao

A state of emergency was declared in Lima and Callao for 60 days. The PCP-SL had planned a 'Great Response' to this declaration, consisting of a campaign of 'panic' actions aimed at psychologically wearing down the forces of law and order. However, this plan apparently aborted because during those months there was no noticeable activity that could indicate an offensive.
