On June 1, 1982, a Shining Path detachment assassinated the mayor and a merchant of Hualla, Fajardo province. This assassination was part of the PCP-SL's strategy to 'beat the countryside' by eliminating authorities and 'enemies' in general. On the same day the Lieutenant Governor of Concepción, Vilcashuamán, was also assassinated. These assassinations of authorities were central actions in the proposal of the PCP-SL during 1982, the year in which the party reached its maximum development in the organization of the 'new state' in communities converted into support bases and popular committees.
