The attacks included the Minas Canarias post on March 18, Vischongo on March 22, and then Vilcashuamán on March 31. This strategy of sustained attacks against the police was aimed at pushing back the forces of law and order, generating a "power vacuum" in the countryside and leaving the terrain favorable for converting the communities in the area into "support bases" for the PCP-SL.
