This operation was part of the police repression actions that intensified in the area after the first armed actions of the PCP-SL. Police arrests at this time were often accompanied by looting and theft of peasants' belongings, who were imprisoned, and in some cases even killed or disappeared. The Shining Path guerrillas had arrived in Cocayro on several occasions, forcing the villagers to prepare food.
