In March 1982, the Republican Guards arrived in Cocayro commanded by Commander Salas. The commander began to read a list and called some community members to arrest them. This operation was part of the police repression actions that intensified in the area after the first armed actions of the PCP-SL. Police arrests at this time were often accompanied by looting and theft of peasants' belongings, who were imprisoned, and in some cases even killed or disappeared. The Shining Path guerrillas had arrived in Cocayro on several occasions, forcing the villagers to prepare food.
