Beginning in 1982, the PCP-SL increased its actions in the Central Zone of Lima, attacking commercial centers during blackouts, as well as carrying out a series of attacks and assaults on police officers. Violence intensified from the mid 80's onwards. On August 20, 1982, a State of Emergency was declared in Lima and Callao, thus beginning a series of attacks in the capital that from the mid-1980s onwards began to predominantly include selective assassinations, as well as greater infiltration within the neighborhood and union movements. Although the PCP-SL had begun its actions by attacking bank branches, shopping malls, and a succession of blackouts and car bombs, it had conceived these districts as an area of operations for its leadership.
