Government declares state of emergency in five provinces of Ayacucho
The government declared a state of emergency in five of the seven provinces of Ayacucho (Huamanga, Huanta, Cangallo, La Mar and Victor Fajardo), suspended for 60 days the constitutional guarantees related to individual freedom and security, and sent the counter-subversive police detachment of 'los sinchis' to Ayacucho. The disinformation of state officials was still very great.
