On Saturday, September 19, 1981, dynamite firecrackers exploded at the main gate of the Bishopric of the Prelature of Juli. This attack occurred approximately one month after about 40 masked hikers ransacked the Palermo farm, where the Institute of Rural Education (IER) was located, five kilometers from the town of Juli on August 15, 1981. The attack was part of the first military actions of the PCP-SL in the border area of the department of Puno. A year after this attack, on August 18, 1982, a column of the PCP-SL attacked the Civil Guard police station in the Umachiri District in the province of Melgar, marking the group's irruption into the Quechua zone of the department.
