The PCP-SL attacked a Civil Guard patrol boat in the locality of Ayaviri, province of Melgar, department of Puno. This attack is part of the first armed actions of the PCP-SL in the department of Puno during 1981. The event is inscribed in the context of the initial phase of political violence in the southern Andean region, when the PCP-SL began to carry out military actions against the forces of law and order. This attack occurred just two weeks after the assault on the Palermo Institute of Rural Studies in Juli.
