On August 15, 1981, about 40 masked hikers ransacked the Palermo farm, where the Institute of Rural Education (IER) operated, located five kilometers from the town of Juli. This was one of the first public military actions of the PCP-SL in the province of Chucuito, Puno. The attack was part of the PCP-SL's initial strategy to carry out violent actions in the department of Puno. A month after the looting, on September 19, dynamite firecrackers exploded at the main door of the Bishopric of the Prelature of Juli, continuing the campaign of violence in the area.
