Mediation by Mantilla between DIRCOTE and Government Agencies
Mantilla acted as a mediator between the DIRCOTE and various government agencies, including the GC, to improve coordination and prevent unnecessary risks during the internal conflict in Peru. His efforts included facilitating direct communication and collaboration between DIRCOTE and other security forces, as well as involving DIRCOTE officers in government meetings to discuss the subversive threat. This mediation led to improved operational support and communication for DIRCOTE, particularly through the allocation of a communication code for radio patrols.
Mantilla fungió como vínculo entre el presidente Alan García Pérez y la DIRCOTE, llevando a oficiales de esta unidad a realizar exposiciones sobre el avance de la subversión ante diversas dependencias estatales, el Consejo de Ministros y las FFAA. Medió especialmente entre la DIRCOTE y la Guardia Civil para coordinar mejor el trabajo y prevenir riesgos innecesarios. Mediante su intervención directa, logró que la GC otorgara a la DIRCOTE la clave 014 para comunicarse con las radio patrullas y obtuviera refuerzos inmediatos para operativos. Asimismo, Mantilla gestionó la participación de oficiales de la DIRCOTE como expositores e instructores en los cursos de formación de 1988.
