Assassination of the Mayor of Concepción
In July 1981, the mayor of the district of Concepción, Vilcashuamán, was assassinated by the PCP-SL. This assassination was part of the Shining Path's strategy to eliminate local authorities and establish their control in the area.
On June 1, 1982, a Shining Path detachment assassinated the lieutenant governor of Concepción, Vilcashuamán, after accusing him of having given lodging to the police and subjecting him to a "popular trial". Along with him, a former governor and a peasant from the same locality were murdered. This event was part of the PCP-SL strategy of "beating the countryside" by assassinating authorities and "enemies" in general. In July 1981, the Mayor of the district of Concepción had already been assassinated by the PCP-SL, as part of the incursion into villages and the continuous harassment of local authorities.
