On January 15, 1981, the house of the mayor of Izquierda Unida (IU) Jaime Ardiles Franco was attacked in the city of Puno. This attack was part of the first actions of the PCP-Sendero Luminoso in the department of Puno. Eleven days later, on January 26, the Superior Court of Justice of Puno was also attacked. Years later, in 1989, the home of Jaime Ardiles Franco, who by then was a former Izquierda Unida deputy for Puno, was again attacked, this time attributed to the paramilitary group Comando Rodrigo Franco.
