In 1981, the PCP-SL appeared in Alto Huallaga, taking advantage of the climate of social chaos created by drug trafficking. They presented themselves as the executioner of a corrupt and inefficient bureaucratic state and assumed the supposed defense of the interests of the coca growers, who were being attacked by the abuses of drug traffickers and the repression of the state against coca leaf cultivation. The Shining Path took advantage of the moment when the State was applying indiscriminate pressure by eradicating and burning coca fields to form their bases in different villages. The gradual disappearance of state institutions meant that the population did not find the necessary protection for their security and survival, facilitating the Shining Path's penetration into the area.
