In 1981, a state of emergency was declared in Ayacucho, initiating military intervention in the region and increasing the number of complaints against the police forces, especially the Sinchis.
Ayacucho was declared a state of emergency in 1981, which marked the beginning of military intervention in the region. Since this declaration, complaints against the police forces and especially against the Sinchis have multiplied. This rejection became more acute after the murder in the general hospital of Ayacucho of three members of the PCP-SL, recaptured after escaping from the CRAS. The declaration of emergency preceded the installation of the Political-Military Command of Ayacucho in December 1982.
