Formation of support bases of the PCP-SL in Uchuraccay

In mid-1981, the PCP-SL began the process of forming support bases in Uchuraccay by infiltrating members who presented themselves as businessmen. By 1982 they had achieved the support of approximately fifteen villagers, although they were unable to completely impose themselves on the traditional communal structure.

In mid-1981, unknown people arrived in Uchuraccay, presenting themselves as businessmen or looking for work. These PCP-SL members, led by an individual known as 'Martín', visited the school and befriended some families, becoming compadres with several villagers. By May 1982, the PCP-SL had gained the support of about fifteen villagers. According to a Shining Path manuscript, since 1981 Uchuraccay was one of the support bases where there were local force platoons and guerrilla units, with Severino Huáscar Morales Ccente as commissary of the Uchuraccay Popular Committee. However, the PCP-SL did not manage to fully establish itself or impose itself over the traditional communal power structure.
