The 1981 census recorded the population of three departments in the southern Peruvian Andes: Apurímac with 323,346 inhabitants, Cuzco with 716,369 inhabitants and Puno with 701,026 inhabitants. This census served as a baseline to measure population growth until the next census in 1993. The data revealed that Apurimac was considered the poorest department in the country by all recorded indicators, with a bilingual Quechua-Spanish majority population. The census documented the demographic characteristics of these regions prior to the onset of the internal armed conflict that would begin in 1980.
