Ratification by Peru of the International Covenant on Civil and Political Rights

On September 9, 1980, Peru deposited the Instrument of Ratification of the International Covenant on Civil and Political Rights (ICCPR), previously approved in 1978 and ratified by the 1979 Constitution. This treaty establishes international obligations of the State in the area of fundamental human rights.

The International Covenant on Civil and Political Rights (ICCPR) was approved by the Peruvian State through Decree Law 22128 dated March 28, 1978. Subsequently, it was ratified together with its Optional Protocol (I) by Title VIII, General and Transitory Provision XVI of the Political Constitution of 1979. The Instrument of Ratification was deposited on September 9, 1980, date on which it entered into force for Peru. This international treaty establishes State obligations regarding fundamental civil and political rights, including non-derogable rights even during armed conflicts.
