On July 28, 1980, a high tension tower was knocked down in the district of Huancavelica, representing the first action carried out by militants of the PCP-SL in the department of Huancavelica. This action marked the beginning of political violence in the province of Huancavelica, occurring almost simultaneously with the beginning of subversive actions in Ayacucho. In the following months, the subversives went from sabotage with dynamite against the electric power transmission system of the Mantaro hydroelectric plant to assaults on police posts and public offices. This event was part of the PCP-SL's initial strategy of sabotaging critical state infrastructure.
